The Commonwealth of Pennsylvania requires all pre-service teachers participating in Student Teaching, Internships, Clinical, and Field Experiences to obtain the following clearances:
- Pennsylvania State Criminal History Record (Act 34)
- Pennsylvania Child Abuse History Clearance (Act 51)
- Federal FBI Criminal History Report
- Proof of Tuberculin Skin Test
Teacher candidates must have these clearances prior to beginning their field placement. ALL CLEARANCES MUST BE VALID THROUGH TO THE END OF THE FIELD OR STUDENT TEACHING PLACEMENT.
ALL CLEARANCES MUST BE UPLOADED TO BLACKBOARD. TO UPLOAD, USE THIS LINK or LOG INTO BLACKBOARD, GO TO "MY LEARN", "MY ORGANIZATIONS" AND FINALLY "BACKGROUND CLEARANCES" AND UPLOAD EACH CLEARANCE INTO THE APPROPRIATE CONTENT AREA.
The Federal FBI Criminal History Report, the PA State Criminal History Record, PA Child Abuse History Clearance and Proof of Tuberculin Skin Test are valid for one calendar year. ALL MUST BE RENEWED EVERY YEAR. MAY IS THE BEST MONTH TO RENEW CLEARANCES.
Teacher candidates who do not have all clearances will not be given their field or student teaching placement.

To register online to be fingerprinted for the Federal FBI Criminal History Report, click here. Applicants must register prior to going to the fingerprinting site. Locations of fingerprinting sites can also be found by clicking the link above. Your unofficial clearance will be mailed to you within 6 weeks of being fingerprinted. The unofficial clearance will suffice for uploading to Blackboard and presenting for field experience.
