Parking at Saint Joseph's
Operating and parking vehicles on University property is a privilege granted by the University. This privilege may be withdrawn at any time for failure to comply with applicable rules and regulations. Failure to comply may also result in your vehicle being towed from campus at your expense. Parking permits are available for each location: Hawk Hill and University City for eligible faculty, staff and students. There are limited permits available for “All Locations” for eligible faculty, staff and students.*
University parking is available to all employees, faculty and eligible students. To be eligible to park on campus one must obtain a University parking permit. Resident first year students are not permitted parking privileges at either location, including temporary permits, with the exception of those students with access or mobility needs as approved by the Office of Disability Support Services (see our Student Vehicle Policy).
Visitors and those persons conducting business at the Hawk Hill location will be directed to park in the Hawks’ Landing Parking Facility. Availability is on a first-come, first-served basis.
Those with a state-issued disability parking placard or registration plate for their vehicle must obtain a University parking permit to park their vehicle on University property in the spaces reserved for handicapped parking. State-issued handicapped identification alone does not permit parking on University property. Students and employees who are temporarily handicapped due to accidents or other reasons must also obtain state-issued temporary disability placards before applying for an SJU handicapped permit.
Parking permits must be purchased online. Eligible students and employees should log onto the Nest to purchase their parking permits. There is a link on the home page under "Safety & Security" and "Parking on Campus" to purchase a permit.
Permits will be sold on a first-come, first-served basis. Employees and students who have unpaid parking violations will not be permitted to purchase a parking permit until all charges have been settled. Payment for parking permits needs to be made via credit card or payroll deduction. Under no circumstances may departmental operating budgets and/or private donations be used to pay for permits.
The yearly parking permit fees for the 2022-2023 academic year are as follows:
- Resident students: $250
- Commuter students: $250
- Full-time administrators & full-time faculty: $250
- PLS & graduate students: $250
- Full-time staff: $250
- Part-time staff & part-time faculty: $75
- Evening/Weekend (may only be used after 5:00 p.m. or on weekends): $125
At the Hawk Hill location, discounted parking permits are available for $125 for those who wish to park solely in the Hawks’ Landing Garage. Those individuals who choose this option will be restricted to parking only in Hawks’ Landing.
The parking rates are based on an analysis of the revenue required to cover the ongoing maintenance and upkeep of University parking facilities, along with a market comparison with other colleges and universities in the region. The goal is to have parking be financially self-sustaining and not be subsidized by tuition revenue or other sources.
The Assistant Vice President of Public Safety and Security or designee may approve a request for waiver of the parking fee for guests visiting the University for the purpose of conducting business in support of the University mission, such as trustees, donors, unpaid volunteers and others as determined by the AVP. Such waivers may be made after consultation with the Vice President of Student Life/ Associate Provost or designee and will be documented.

*Faculty, staff, and students may elect to purchase a parking permit for either the Hawk Hill or University City locations. Faculty and staff whose position and job description require a consistent presence at both locations may apply for an “All Campus” permit. Please note that these permits are limited and subject to review and approval. All requests should be sent to Colleen Klose, Public Safety Service Center Manager, at firstname.lastname@example.org. The Assistant Vice President of OPSS will have the final approval authority.
Parking on Campus
In order to best utilize limited parking space on the Maguire Campus, faculty and staff whose offices are in Merion Hall, Connelly Hall, Nicoletti Music Studio, Windrim Hall, Duperreault Hall, O’Pake Recreation Center, Quinn Hall, Ziff Carriage House, Toland Hall and Fine Arts East must park in the Quinn Hall or Gabriel Hall gated lot on the Maguire Campus (unless purchasing a Hawks’ Landing permit). Swipe access will be automatically granted to those with a Quinn or Gabriel gated lot parking permit. Those issued parking permits for the Quinn Hall and Gabriel Hall lots will be restricted to those lots while parking on campus. The non-gated Duperreault Hall lot on the Maguire Campus will offer general parking to all other faculty, staff and students with a proper permit on a space-available basis.
Merion Gardens and Townhouse permit holders are not authorized to park in any other lot on campus other than their designated lots; conversely, general permit holders are not authorized to park in the Merion Gardens or the Townhouse lots.
Merion Gardens and Townhouse residents have the option to purchase a main campus permit in addition to their respective residential permits for $250. The main campus permit will allow parking in other campus lots.
Rashford and Lannon permit holders are not authorized to park in any other lot on campus other than Lannon, Rashford and the Hawks' Landing Garage.
Parking is available in Hawks’ Landing without purchasing an SJU Parking Permit by paying for parking on an hourly basis. Those entering Hawks’ Landing without a permit will be prompted to take a ticket and pay at one of two pay stations located in the lobby of the Hawks’ Landing Parking Facility. The pay stations accept either coins or a credit card.
Cost information is as follows:
- 30 Minutes: No Charge
- Up to 2 Hours: $3.00
- Up to 4 Hours: $5.00
- Up to 6 Hours: $7.00
- Over 6 to 16 hours: $15.00
If a vehicle remains parked for over 16 hours, an additional rate of $25.00 is applied for each day the vehicle remains in the parking facility.
Persons leaving the garage without being able to pay will be subject to a $30.00 fine for failure to pay.
Public Safety will provide escorts, both walking and vehicular, upon request. Escorts will only be given inside the approved escort range.

- Parking on campus without a permit - $30

- Parking in posted or lined no parking zone - $50
- Unauthorized use of temporary parking or Visitor permit - $30

- Tampering or removing Denver boot - $100

Anyone wishing to pay a violation may do so online. To pay a violation online, go to the Nest and find the "Safety & security" section on the home page. Click on the "Parking on Campus" and then click on "Pay Parking Citation." Citations must be paid or appealed within five days of the date the violation was issued to avoid the $5 late fee.
Anyone wishing to appeal a violation may do so online. Go to the Nest and and find the "Safety & Security" section on the home page. Then, click the "Appeal Parking Citations" link under the "Parking on Campus" tab. Appeals must be filed within five days of the date the violation was issued. Appeals filed after the five-day appeal period will not be considered. Once the appeal is received at Public Safety, it is forwarded to the Appeals Board which consists of a faculty member, an employee and a student. Once the appeal is heard by the board, a decision letter is emailed to the student/employee. The Appeals Board decision is final.
Each quarter the Office of Public Safety and Security will perform an inquiry to determine any faculty/staff/administrators who have unpaid violations and will:
- Contact the individual by e-mail with notice of unpaid parking fines and a request for prompt payment.
- Provide a copy of the list to the Director of Public Safety and Security or designee.
Individuals who do not pay their unpaid fines will have their department head contacted by the Director of Public Safety and Security or designee.
Boot & Towing Policy
- A motor vehicle that remains illegally parked can be ticketed every 24 hours. A vehicle ticketed two (2) or more times in the same space over 72 hours and has not moved will be ticketed and booted and/or towed.
- A vehicle parked in a manner causing a hazard i.e.: blocking fire lanes, handicapped access, etc. will be ticketed and towed.
- A vehicle illegally parked in a reserved space will be ticketed, booted and/or towed.
- Vehicles with three or more unanswered tickets will be booted and/or towed.
- A vehicle displaying a fraudulent parking permit will be ticketed, booted and/or towed.
- Employees and/or students who have any outstanding violations will not be permitted to purchase a parking permit until all charges have been settled.
Students, faculty, staff, administrators or guests who are booted are required to remit payment for outstanding fines before removal. Exceptions to this procedure may only be approved by the Director of Public Safety and Security or designee.
Student Vehicle Policy
The Student Vehicle Policy at Saint Joseph's University authorizes parking opportunities for eligible students who obtain permits from the Office of Public Safety and Security. First-year residential students are prohibited from bringing cars to campus or parking on neighboring residential streets. The student operator of any vehicle that is found parked on a neighboring residential street without a valid City of Philadelphia parking permit is considered in violation of the Student Vehicle Policy and will be referred to the Office of Community Standards.
In limited instances, the University may extend an accommodation and issue parking permits to first- or second-year students. These instances include:
- First-year students commuting from their permanent home.
- First-year students who have exceptional circumstances, such as state-issued handicapped plates or placards for a personal disability or extreme family hardships as determined by the Office of Public Safety and Security. Employment is not considered a hardship.
Once purchased/issued, University Parking Permits cannot be lent/borrowed, sold or exchanged between the permit holder (student and/or University employee) and any other person.
Violations of this policy are subject to tickets and fines issued by Saint Joseph’s University Public Safety officers and will also be forwarded to the Office of Community Standards.
In addition, Section 9-2804 of the Code of City of Philadelphia requires that all “students either provide the college or university with the model, make, and license number of any vehicles owned, operated or controlled by such student and a copy of a current registration and valid insurance certificate for each such vehicle, or certify in writing that the student does not own, operate or control a vehicle.
